Bloomington follows Minnesota state cannabis law. The city has adopted zoning regulations for cannabis retailers consistent with OCM licensing. Public consumption is prohibited throughout the city under state law, including in parks, along the Minnesota River Bluffs LRT Trail, and near the Mall of America. No additional local restrictions apply beyond state statutes.

Home Grow Rules in Bloomington

Minnesota law allows adults 21 and older to grow up to 8 cannabis plants at home, with no more than 4 mature plants at any time. Plants must be in an enclosed locked space not visible from public view. Bloomington does not add local restrictions. Review your lease agreement before growing if you rent.
