Minneapolis Cannabis Ordinance

Minneapolis follows Minnesota state cannabis law (Chapter 342). The city has adopted local zoning regulations for cannabis retailers and consumption lounges consistent with state requirements. Public cannabis consumption is prohibited on sidewalks, parks, transit facilities, and all public spaces. Minneapolis City Code aligns with OCM licensing requirements for all retail cannabis establishments.

Home Grow Rules in Minneapolis

Minnesota state law allows adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature flowering plants at any one time. Plants must be grown in an enclosed, locked space not visible from public view. Minneapolis does not have additional local home grow restrictions beyond state law. Renters should review their lease agreements, as landlords may prohibit cultivation.

Purchase and Possession Limits

• Up to 2 ounces of cannabis flower per transaction
• Up to 8 grams of concentrate
• Edibles: up to 800mg THC per transaction
• You may possess up to 2 ounces in public and up to 2 pounds at home

Medical Cannabis in Minneapolis

Registered Minnesota medical cannabis patients are exempt from both the 15% state cannabis excise tax and the 6.875% state sales tax, saving roughly 22%. Green Goods and Budtales both accept medical patient IDs. To enroll in the medical program, visit mn.gov/ocm and submit a patient application. Registration is free and takes approximately one week to process.
