Coon Rapids Cannabis Ordinance

Coon Rapids has adopted cannabis zoning regulations consistent with Minnesota state law and OCM licensing requirements. Public consumption is prohibited throughout the city under state law, including in Riverdale Park and other public areas. Coon Rapids does not add restrictions beyond state statutes.

Home Grow Rules in Coon Rapids

Minnesota law allows adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature plants at any time. Plants must be in an enclosed locked space not visible from public view. Coon Rapids does not add local restrictions. Review your lease if you rent.

Purchase and Possession Limits

• Up to 2 ounces of cannabis flower per transaction
• Up to 8 grams of concentrate
• Edibles: up to 800mg THC per transaction
• Public possession: 2 ounces; home possession: 2 pounds

Medical Cannabis

Coon Rapids residents can enroll in Minnesota's medical cannabis program at mn.gov/ocm at no cost. At a licensed dispensary that serves medical patients, an OCM patient ID means the 15% cannabis tax and the 6.875% sales tax do not apply.
