Duluth follows Minnesota state cannabis law under Chapter 342. The city adopted zoning regulations for cannabis retailers consistent with OCM licensing requirements. Home Grow Rules in Duluth

Minnesota law permits adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature flowering plants at any time. Plants must be in an enclosed, locked space and must not be visible from public view. Duluth does not impose additional local restrictions on home cultivation beyond state law. Renters should review their lease agreements before growing, as landlords may prohibit plants.
