Plymouth Cannabis Ordinance
Plymouth limits cannabis retail registrations to one per 12,500 residents, a maximum of seven (lower-potency hemp edible and medical cannabis retailers are not subject to this limit). Cannabis retailers are allowed in the C-2 and C-4 districts and must be 500 feet from schools, residential treatment facilities, public parks and playfields (Ordinance 2024-24, effective November 26, 2024). Home Grow Rules in Plymouth
Minnesota law allows adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature plants at any time. Plants must be in an enclosed locked space not visible from public view. Plymouth does not add local restrictions beyond state law. Review your lease if you rent.
Purchase and Possession Limits

- Up to 8 grams of concentrate
- Edibles: up to 800mg THC per transaction

Medical Cannabis for Plymouth Residents
Plymouth residents can enroll in Minnesota's medical cannabis program at mn.gov/ocm at no cost. Once registered, your OCM patient ID card is for the tax exemption at a licensed dispensary that serves medical patients.
