Dispensaries in Minneapolis, Minnesota

Cannabis possession and use rules in Minneapolis are set by Minnesota state law, cities cannot override them. Adults 21 and older may purchase and possess up to 2 ounces of cannabis flower in public and up to 2 pounds at home. Consumption is permitted in private residences only: not in parks, sidewalks, vehicles, or multi-unit building common areas.

Minnesota's cannabis program is administered by the Office of Cannabis Management (OCM), and all dispensaries listed here hold active OCM retail licenses. The interim “moratorium” ordinances that many Minnesota cities adopted in 2023–24 expired by January 1, 2025, so cities can no longer ban cannabis businesses: but they may still apply local zoning (such as buffer zones near schools, parks, or daycares, or limits on the number and location of dispensaries). For current local rules, check with Minneapolis city hall; local zoning affects where stores can open, not your possession rights as a consumer. See our Minnesota cannabis zoning rules by city for how these local rules compare across Minnesota cities.

Minnesota state law allows adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature (flowering) plants at any time. Plants must be grown in a locked, enclosed space not visible to the public: outdoor gardens visible from sidewalks or neighboring properties are not permitted.

Minnesota law protects home cultivation statewide (cities cannot prohibit it) so adults 21 and older in Minneapolis may grow within the state limits above. Renters should still check their lease, since landlords can prohibit growing in rental units.
