Maple Grove Cannabis Ordinance

Maple Grove has adopted cannabis zoning regulations consistent with Minnesota state law and OCM licensing requirements, establishing where cannabis retailers may operate in the city. Public consumption of cannabis is prohibited throughout Maple Grove under state law.

Home Grow Rules

Minnesota law allows adults 21 and older to grow up to 8 cannabis plants at home, with a maximum of 4 mature plants at any time. Plants must be in an enclosed locked space not visible from public view. Maple Grove does not add local restrictions. Check HOA or lease rules before cultivating.

Purchase and Possession Limits

• Up to 2 ounces of cannabis flower per transaction
• Up to 8 grams of concentrate
• Edibles: up to 800mg THC per transaction
• Public possession: 2 ounces; home possession: 2 pounds

Medical Cannabis

Maple Grove residents can enroll in Minnesota's medical cannabis program at mn.gov/ocm at no cost. At a licensed dispensary that serves medical patients, an OCM patient ID means the 15% cannabis tax and the 6.875% sales tax do not apply.
