Cannabis possession and use rules in Victoria are set by Minnesota state law, cities cannot override them. Adults 21 and older may purchase and possess up to 2 ounces of cannabis flower in public and up to 2 pounds at home. Consumption is permitted in private residences only: not in parks, sidewalks, vehicles, or multi-unit building common areas.
