Cannabis in Grand Rapids, Minnesota: Dispensaries, Laws & Resources

Cannabis possession and use rules in Grand Rapids are set by Minnesota state law, cities cannot override them. Adults 21 and older may purchase and possess up to 2 ounces of cannabis flower in public and up to 2 pounds at home. Consumption is permitted in private residences only: not in parks, sidewalks, vehicles, or multi-unit building common areas.

Minnesota's cannabis program is administered by the Office of Cannabis Management (OCM), and all dispensaries listed here hold active OCM retail licenses. The interim “moratorium” ordinances that many Minnesota cities adopted in 2023–24 expired by January 1, 2025, so cities can no longer ban cannabis businesses: but they may still apply local zoning (such as buffer zones near schools, parks, or daycares, or limits on the number and location of dispensaries). Plants must be grown in a locked, enclosed space not visible to the public: outdoor gardens visible from sidewalks or neighboring properties are not permitted.
