Lower-potency hemp (LPHE), not a dispensary

Two more St. Paul spots licensed for on-site hemp edibles

Published October 29, 2026. General information, not legal advice.

Celeste Hotel and Bar (26 E Exchange St) and Sweeney's Saloon (96 N Dale St) received lower-potency hemp edible retailer licenses with an on-site consumption endorsement on Oct. 14 and Oct. 13, 2026. The license numbers on OCM's Oct. 19, 2026 file are LPDIS-L26-000327 and LPDIS-L26-000354. They join 29 other St. Paul sites with that endorsement (31 St. Paul sites total). Statewide, the same file lists 465 licenses with the on-site consumption endorsement.

These are lower-potency hemp edible licenses, not cannabis dispensaries. They stay out of dispensary lists and dispensary counts, including the St. Paul city guide and the dispensary directory. The hemp total is also kept separate on the OCM dashboard.

This page does not list hours, menus, or phone numbers, and it does not recommend either business. The source is the LPHE sheet of OCM's Oct. 19, 2026 licensed-businesses file. For how hemp products differ from a licensed cannabis shop, see the hemp cliff survival kit.

This is general information, not legal advice, and not an endorsement.
