State of the Minnesota Cannabis Market: July 2026

July was a transition month. New stores opened, licenses continued progressing, and operators prepared for the August 1 effective date of many 2026 law changes. One number remained conspicuously absent: OCM had not published an official July sales total by September 2.

That prevents a credible month-over-month sales comparison. Search snippets, rounded media summaries, and extrapolations are not substitutes for the official monthly series.

Retail access expanded one verified opening at a time

Blue Ox Cannabis Company in Detroit Lakes received its license July 30 and soft-opened around the turn into August, while advertising a later September 4 grand opening. This distinction is the core of our opening methodology. A license record proves authorization. A live menu can indicate readiness. A dated first-party announcement or reporting that customers were served is stronger evidence of an opening.

August 1 was the operational deadline everyone was watching

Chapter 123 allowed businesses to hold both hemp and cannabis licenses and, under specified ownership conditions, use the same premises. The federal hemp deadline was still unresolved

At July 31, the federal restriction enacted in Public Law 119-37 was still scheduled to change the federal hemp definition on November 12, 2026. The law's finished-product threshold is 0.4 milligrams of total THC per container, far below Minnesota's state LPHE serving limits. Minnesota's 5 milligram serving limit is 12.5 times the federal 0.4 milligram container ceiling. That comparison is arithmetic, not a prediction about enforcement or the final fate of congressional delay proposals.

What July did not establish

We did not find a primary statewide count of dispensaries open to the public at month-end. We also did not find official July sales, statewide wholesale flower pricing, active canopy, or evidence that each licensed delivery service was operating.

Those blanks are useful. They prevent a “market size” chart from quietly mixing customer-facing stores, retail sites, licenses, and tribal operations.
