Minnesota Medical Cannabis Registry: how-to guide

How enrollment works

   Get certified. A Minnesota-licensed physician, physician assistant or advanced practice registered nurse certifies your qualifying condition online in the registry. Veterans can self-certify with OCM's veteran certification form instead. You must be a Minnesota resident.

   Watch your email. DMC emails you a confirmation and your unique enrollment link. DMC suggests using a personal email address, not a work one, and checking your spam folder.

   Enroll. Have your Minnesota driver's license or ID card ready, plus a mobile device to photograph it. Submit within the first 60 days. Your certification expires if your application isn't submitted and approved within 90 days.

   Wait for approval. Processing can take up to 30 days, and DMC emails you when it's done. By law OCM must approve or deny within 30 days of receiving your application and certification. (Minn. Stat. 342.52 subd. 4(a))

   Re-enroll every three years to stay in the program.

Once you're enrolled, OCM assigns you a patient registry number and issues a registry verification. (Minn. Stat. 342.52 subd. 5)

Your first dispensary visit

• Bring your photo ID (a caregiver who picks up brings their own). Also bring a list of your prescribed medications and the visit summary from the practitioner who certified you, for your first visit. (DMC how-to-become-a-patient page)
• The retailer must check your identity and your enrollment. They accept your verification document, your registry number or other proof of active enrollment. (Minn. R. 9810.2502 subp. 2)
• A pharmacist at the dispensary reviews your account and recommends a product. Payment options vary by location, and insurance doesn't cover medical cannabis. (DMC page)

Patient self-evaluation (PSE)

Complete a self-evaluation in your registry account before your first purchase. After that, it's due every three months during your first year. You'll get a registry notice and an email when a new one is available. A registered caregiver can complete it for you. Dispensary staff, not DMC, approve it before or at pickup, and you can finish it on site. (DMC page; Minn. R. 9810.2502 subp. 3-4)

Caregivers

• A registered designated caregiver must be at least 18 and may serve no more than six registered patients at one time. Patients who live at the same residence count as one. (Minn. Stat. 342.52 subd. 9(b))
• A parent, legal guardian or spouse can act as a patient's caregiver. (Minn. Stat. 342.52 subd. 10)

Keep your details current

Tell OCM about a name or address change within 30 days. Patients and caregivers who don't can be fined $100. (Minn. Stat. 342.52 subd. 11)
