About the Minnesota Dispensary Licensing Process

Minnesota's Office of Cannabis Management (OCM) oversees the licensing of all state-regulated cannabis retailers. As of early 2026, Minnesota has issued or is processing hundreds of retail cannabis licenses across the state.

Key License Types

  • Cannabis Retailer License: Required for all non-tribal dispensaries. Issued by OCM after background checks, local approval, and zoning compliance.
  • Tribal Dispensaries: Operate under tribal sovereignty on tribal lands. Not subject to state sales tax — typically 10–15% cheaper than state-licensed stores.
  • Medical Endorsement: Allows retailers to serve registered medical cannabis patients with expanded access.

How Long Does the Process Take?

From initial application to opening day, the MN dispensary licensing process typically takes 6–18 months. Delays commonly occur at the local approval stage, where cities and counties can impose additional requirements.
