Cannabis at the Edge of the Country: International Falls & the Canada Border
Minnesota cannabis is legal in International Falls. One block away, the international border is a completely different legal universe. Here's exactly where the line is — literally and legally.
The one rule that matters most
Never carry cannabis across the international border — in either direction, in any amount. It is legal in Minnesota and legal in Canada, yet crossing the border with it is a serious federal crime in both countries that can result in lifetime inadmissibility. The border is not interstate I-90. It is a federal checkpoint with extraordinary legal authority.
Where the Legal Line Actually Falls
International Falls and Fort Frances, Ontario sit on opposite banks of the Rainy River, connected by the Fort Frances–International Falls International Bridge. Cannabis is legal on both ends. The bridge in the middle is where it becomes a federal crime.
Two Legal Systems, One River
In Minnesota (International Falls)
- Adults 21+ may buy, possess, and consume cannabis
- 2 oz flower / 8 g concentrate / 800 mg edible THC in public
- Consume only on private property with owner permission
- Canadian visitors can legally purchase with a passport or license
At the Border (CBP / CBSA)
- Carrying cannabis across is a federal crime in both countries
- CBP operates under US federal law — cannabis is Schedule I
- CBSA prohibits cannabis import without a federal permit
- Officers may ask about past use; admissions can deny entry
The industry-worker trap
If You're Visiting from Ontario
Canadians can legally buy and enjoy cannabis on the Minnesota side. Here's how to do it without creating a border problem for yourself.
- 1
Cross into the US normally — with nothing on you
Make your border crossing into International Falls clean. Do not have any cannabis when you cross in either direction. Your visit to a dispensary happens after you are legally inside Minnesota.
- 2
Bring your passport and buy at a licensed dispensary
A Canadian passport or provincial driver license proving you are 21+ is accepted. Bring cash or a debit card — most dispensaries cannot take credit cards due to federal banking rules.
- 3
Consume only on private property in Minnesota
Public consumption is illegal in Minnesota. Use a private residence, or a hotel/Airbnb that explicitly permits it. Never consume in a vehicle.
- 4
Finish or dispose of everything before re-crossing
Before you drive back over the bridge to Fort Frances, you must have zero cannabis on you or in your vehicle. Dispose of any remainder in Minnesota. The crossing — not the consumption — is the crime.
Quick Reference

While You're in the Borderland
International Falls calls itself the "Icebox of the Nation" for a reason — and there's a genuinely great trip wrapped around the cannabis-legal north woods.
Voyageurs National Park
World-class paddling and one of the best dark-sky / northern-lights spots in the lower 48. Remember: it is federal land — keep cannabis out.
Rainy Lake fishing
Walleye, smallmouth, and northern pike country. The classic north-woods Minnesota cabin weekend.
Icebox winters
One of the coldest towns in the country — snowmobiling, ice fishing, and the kind of cold that makes a warm cabin and an edible sound very good.
