Social Equity Program

Minnesota's cannabis social equity program provides priority licensing, reduced fees, and support for individuals and communities disproportionately impacted by cannabis prohibition.

Why Social Equity Matters

The War on Drugs disproportionately impacted Black, Indigenous, and low-income communities in Minnesota. Despite similar usage rates across demographics, these communities faced higher arrest and incarceration rates for cannabis offenses.

Minnesota's social equity program aims to ensure that those most harmed by prohibition have meaningful opportunities to participate in and benefit from the legal cannabis industry. The program provides pathways to ownership - not just employment - for qualified individuals.

Who Qualifies?

You may qualify as a social equity applicant if you meet one or more of the following criteria:

Disproportionately Impacted Area Resident

Lived in a designated disproportionately impacted area (DIA) in Minnesota for at least 5 of the last 10 years.

  • DIAs are census tracts with high cannabis arrest rates
  • OCM publishes official DIA maps
  • Proof of residency required (utility bills, tax returns, etc.)
  • Combined household income below 500% of federal poverty level

Cannabis Conviction History

You or an immediate family member was arrested, convicted, or incarcerated for a cannabis offense.

  • Includes arrests even without conviction
  • Family members include parents, children, siblings, spouse
  • Offense must have occurred before legalization
  • Proof through court records or official documentation

Military Veteran

Served in the U.S. military and received discharge related to cannabis or served honorably.

  • Discharged due to cannabis use or possession
  • Honorable or general discharge with cannabis-related impact
  • DD-214 documentation required
  • May combine with other eligibility criteria

Low-Income Qualifier

Household income below specific thresholds relative to family size.

  • Generally below 200% of federal poverty guidelines
  • Must provide tax returns or income documentation
  • Evaluated at time of application
  • May combine with other criteria for additional priority

License Lottery Priority

Social equity applicants are entered into dedicated lottery pools or receive bonus entries in general lotteries.

Reduced Application Fees

Up to 75% reduction in application and licensing fees, plus extended payment plans.

Technical Assistance

Free business planning, compliance training, and regulatory guidance from OCM-approved providers.

Capital Access Programs

Access to low-interest loans, grants, and investor connections through state-facilitated programs.

Extended Timelines

Additional time to complete buildout and meet operational requirements after license award.

Mentorship Programs

Pairing with established cannabis operators for guidance on operations and compliance.

Get Pre-Certified Early

Social equity pre-certification can take several weeks to process. Apply for pre-certification well before lottery application windows open to ensure you don't miss deadlines. Pre-certification is valid for multiple lottery rounds.
